13th (Thirteenth) Amendment to the U.S. Constitution

Why does the 13th (Thirteenth) Amendment to the Constitution nor disallow a military draft? It prohibits slavery and involuntary servitude, except as punishment for a crime. It clearly had in mind both governmental and individual actions.
